Joel Heckart
Joel Heckart is the President and owner of PCS Technical Services, Inc., a Cincinnati, Ohio based staffing firm specializing in technical staffing services primarily in the Manufacturing industry in the southwest Ohio region. Joel’s focus is on personal, team and individual growth within the team as the primary catalyst for company growth.
Joel has more than 25 years of experience leading teams, building relationships, banking and financial strategy, audit defense and corporate planning. In addition to his work at PCS Technical Services, Joel has also served as the Financial Manager and Accountant for his local church, Washington Heights Baptist Church where he not only works with the finance and budget teams, but also with the board and Pastoral team, which he has done for 19 years. He serves at Washington Heights with his wife Joan, where they have been instrumental in a variety of ministries including Awana, Upward Basketball and Soccer and others. They have been members of WHBC for nearly 40 years.
Prior to purchasing PCS in 2016, Joel served as Controller and VP of Operations where he was responsible for all accounting, technology, human resource and benefit functions. Joel also has other business interests involving commercial real estate.
Joel holds a Bachelor of Arts degree in Accounting from Cedarville University where he graduated in 1993 prior to joining PCS Technical Services that same year.
He and his wife Joan celebrated 30 years of marriage in 2023 and have two sons as well as a daughter by marriage – Matthew (22) and Olivia (23), Andrew (19). They are heavily involved in church and parachurch functions including Young Life and other leadership and discipleship functions. Matt and Liv have graduated from the University of Cincinnati, both in medical fields and Andrew will begin his college education in the fall of 2023 in the IT field through UC’s Linder College of Business.
In addition to their work in the local church, Joel and Joan have a heart for local and international missions. From their work through the Upward programs at WHBC to their personal support for several missionaries and mission works, they have a target of seeing the gospel message spread. They have also been supporters of ECMI-USA prior to serving on the board both through individual support and the “Reaching the 98” church planting campaign. They have further been inspired during their and their son Andrew’s attendance of the ECMI conference in Croatia in 2023 with the opportunity to meet many of the ECMI missionary team.
Joel is excited to increase their global missions impact through service on the ECMI-USA board and finance team and is excited about opportunities God continues to bring their way in service to Him.
